I hope you find your sister.
You may have tried this already but South Korea most likely keeps birth records. If you know your mother’s name, you should be able to find a record of a baby girl born to her (birth certificates are a matter of public record), and once you have your sister’s name (correct spelling) and her exact date of birth, you can search driver’s license and/or marriage records for her. Of course, this may be expensive & require that you go to South Korea. Also, your sister may not be living in South Korea any longer, 1981 was a long time ago & it’s possible she could have emigrated to Canada or the States.
